The year is 2027 in Mega-Tokyo, six years before the Knight Sabers will make their debut. Boomers — androids that look, think, and act almost like human beings — are still a relatively new technology, and the implementation and integration of boomers into society is still a bit buggy — sometimes fatally so. Whenever a boomer incident occurs, though, there is the Leon McNichol is a rookie in the AD Police, just starting to become exposed to the horrors and tragedies one is confronted with in everyday Mega-Tokyo. He and his veteran partner, Gina Marceau, slowly learn about the ever-fading line that separates man from machine.

A masterful piece of animation. a interesting overview of the relation of man and technology, and how both are merging together, something that
predicted what we are starting to be witnesses of in this current times.
If you liked Blade Runner you will love this cyberpunk classic.

Synopsis
This three episode OVA should be considered as a substory of Bubblegum Crisis, though taking place before it in the timeline; starting when Leon (the main cop in Bubblegum Crisis) was just a rookie in the A.D. Police, and focusing on him and his partner Jeena/Gina. The three different stories delve deeper into the differences between humans and Boomers (the cybernetic robots that are in common use in MegaTokyo in 2027). The first story focuses on how Boomers are used for sex and how they're sometimes (illegally) recycled for parts, the second story focuses more on how to distinguish if someone is human or Boomer, and the third story is very RoboCop-like.

Story
There isn't really much of a story connecting these three episodes, they should be taken as standalone arcs, all resolved within itself. Basically only the main characters remain the same. It is meant as a supplement of Bubblegum Crisis, and so should not really be viewed on its own, but rather as a background story. The quality of the plots is quite good, giving quite alot of (often gory) detail about the city and its inhabitants. It isn't particularly deep however, as there is no contiuing arc throughout the OVA.

Characters
The OVA was meant to provide background info on Leon from Bubblegum Crisis, however, it really only shows a small bit of his past and three incidents when he became a member of the A.D. Police. And he hardly even featured in the last story. So while his character was developed a bit, it wasn't nearly enough for my tastes.
All the characters do however act very naturally, and they have clear motives that are well explained. So while I can't give a perfect score because of Leon not being developed enough, I do not frown on it.

Animation
The animation is very good for its time (so is Bubblegum Crisis'). There are few repeated frames, though I did notice some, but the quality of the character-design and the backgrounds is superb for being from 1990. I have seen alot of later anime that has been much much worse in both those departments.

Sound
The sound wasn't anything special - the seiyuus do a good job, but nothing extraordinary, the music is interesting but not great, the sound effects are standard, and nothing to raise your eyebrows over.

Value
I would say this only has value if you've seen/are watching Bubblegum Crisis, so if you've seen that, you should definitely check this one out. If not, see Bubblegum Crisis first.

Enjoyment
It's a scifi-mecha-action gorefest. Lots of blood and naked boobies. And those are not the only things it has - it has 3 nicely developed plots that give you a good insight into how things work in MegaTokyo in 2027. I enjoyed it alot.
