When Tokugawa Sadasadau resorted to tyranny, his nephew, Shigeshige deposed his uncle in a coup and founded a new government. However, this government lacked the full of Tendoushuu and began losing . Finally, the Tendoushuu dismissed the government and formed a new one without Shigeshige.

As Yoi Bakufa grew weak, Tendoushuu dissolved it and founded another government as Nobunobu as its shogun.
Nobunobu's first action was to imprison Shigeshige's ers: Matsudaira Katakuriko and Kondou Isao. The second act was to dispand the Shinsengumi and increase the power of its rival, the Mimawarigumi.

Only in three months of time, the new government became vastly unpopular as Nobunobu displayed tyranny and began rebuilding the police forces of Edo.
